December 23, 2008. - Telvent (NASDAQ: TLVT), the IT company for a sustainable and secure world, will develop, together with the Polytechnic University of Madrid, a project for development and research of a new portable and modular electronic billing platform called Factur@. The project, backed by the Community of Madrid, represents an investment of 500,000 euros.

Electronic billing systems hold tremendous advantages over conventional invoicing. First, in concert with Telvent’s strategy of enhancing the sustainability of all of its products and services, this system enables a significant reduction in the use of paper, toner and energy. And, secondly, using these information technologies helps to cut down on the procedures involved in issuing invoices by 40 to 80 percent.

According to Manuel Sánchez Ortega, Telvent’s Chairman and Chief Executive Officer, “with this new portable and modular platform, we have succeeded in creating a global and sustainable system that is compatible with both the nationwide format of the Spanish Internal Revenue Agency and with the European format, a system that can be customized for any large, medium or small business, be it national or international.”

Electronic billing consists of transmitting invoices or similar documents that are digitally signed using recognized certificates between the sender and the receiver by electronic and telematic means. Between 50 and 60 percent of the Factur@ platform is based on Electronic Signature, a solution which is backed by Telvent’s broad expertise. The new Factur@ platform can be used with any system and will have the capacity to adapt to changes and variations that may arise at both the technological and functional level. This R&D project will ensure that newly created invoices meet legal requirements regarding authenticity that are compatible with FACTURAE, the only approved standard for invoice-issuing of this kind.

Through this new initiative, Telvent strengthens its position of leadership in the market for these solutions, as well as its commitment to electronic administration. The technology company is the provider and developer of @firma, the electronic signature platform of the Ministry of Public Administration and the Regional Government of Andalusia, which currently deliver electronic signature services to over one hundred Spanish public institutions.
