Telvent will implement control system to manage Storage and Distribution Depots for PEMEX Refinación

Madrid, December 7, 2005 - Telvent GIT S.A. (NASDAQ: TLVT), the Global RealTime IT Company, has signed a contract for more than 19,5 million euros (23 million dollars) with PEMEX Refinación to execute the Integral Depot Metering, Control and Operation Systems (SIMCOT) that will manage the company’s storage and distribution depots in the western part of Mexico.

Telvent will manage depots in Colima, Lázaro Cárdenas, Acapulco, Manzanillo, Nogales, Magdalena, Navojoa and Tepic, as well as depots in Tuxtla Gutiérrez, Xalapa and Perote, that have a daily distribution of more than 74,000 barrels, and supply all the service stations and industrial customers in the country’s Pacific Area.

According to Telvent’s chairman and chief executive officer, Manuel Sanchez Ortega, “This new contract will guarantee the dependability of the refined product managed and supplied, without direct labor intervention, for industrial customers and service stations, while also safeguarding the integrity of the Depots where they are located. At the same time, it will guarantee the quality of the product for the end-customer.”

“With the explosive mixtures monitoring system included in each SIMCOT, we are also safeguarding the environment of the depots and the towns and villages in the surrounding areas through the immediate detection of any type of leak and real-time work thereon,” commented Sanchez Ortega.

The Telvent developed project developed requires setting up 11 Control Centers based on the real-time SCADA OASyS DNA Data Acquisition and Management System. This Telvent-developed system will provide PEMEX with the control and automation functionalities required to manage each Storage and Distribution Depot in a safe and efficient manner.

In addition to the SCADA system and the explosive mixtures monitoring system, each SIMCOT is equipped with a Tele-metering or Inventory Monitoring system, which ensures the required supply. This system interacts, in real-time, with PEMEX’s SAP-R3 administrative system, transmitting all information on the billed and stored volumes for the daily product logistics, while preventing product supply shortage through advance preventive actions.

Telvent has executed more than 50 projects for PEMEX, the world’s eighth largest oil company, for its gas, refined products and exploration and production subsidiaries, including the control and management system for its more than 12,000-km gas pipeline network, more than 30 crude oil and derived product storage plants, and the security and emergency shutdown systems for more than 32 offshore platforms. In fact, with the afore-mentioned Depots, Telvent will have supplied thirty-nine of the fifty SIMCOTs PEMEX Refinación has put out for tender (with the Gulf Depots; Tuxtla Gutiérrez, Xalapa and Perote; Telvent will have automated all the Depots in the south-southeast region of Mexico, and together with those already executed, Telvent manages 80% of the country’s Pacific Area).
