Abengoa signs a 21-million euro contract with the Mexican company PEMEX

April 21, 2005

Seville, April 21, 2005. - Abengoa, through its subsidiary Abengoa México, has been awarded the contract to supply and construct the light crude oil heating system at Dos Bocas maritime terminal on the premises of Pemex Exploración y Producción, in Paraiso, in the Mexican State of Tabasco. The contract execution period is 425 days and the contract value exceeds 21 million euro. Telvent (NASDAQ TLVT), the global real-time information technologies company, will also participate in the project by integrating the distributed control and security system and through responsibility for the associated control instrumentation.

The objective of the project is the design, manufacturing and start-up of the istmo-type light crude oil heating system. This is extracted from the marine subsurface using plate thermal exchangers, the equipment employed to heat this product in an indirect manner. The heating system will be designed for maximum flexibility installation and operation according to the range of conditions specified by the customer. Moreover, the system is a complete operational unit in which the piping for interconnections, wirings and conduits required for perfect automatic and manual functioning of the system, and its security procedure, will be taken into account.

According to Salvador Martos, General Manager of the Latin America Business Unit, “with this contract, Abengoa once again demonstrates its leading position in Latin America. Abengoa has been operating in the area for more than thirty years now and it is our firm intention to continue to execute works in markets that are so attractive for us, as in the case of Mexico”.

Abengoa has been operating in the Mexican market for twenty-five years and maintains its position as one of the leading electromechanical work integrator companies for power transmission lines and electric substations for Comisión Federal de Electricidad (CFE). Last December, it commenced, for this same body, the turnkey construction and delivery contract for the Baja California Sur II Diesel-fired Power Plant and the remodeling of the Emilio Portes Gil Thermal Power Plant. The total value of both contracts is 91 million dollars. In addition, it is executing infrastructure projects for Petróleos Mexicanos (Pemex) and in the water treatment and management market.

Abengoa, a listed industrial and technology company with stock capital in excess of 657 million euro (31/12/2004), provides solutions for Sustainable Development, the Information and Knowledge Society, and the Creation of Infrastructures. It currently operates in four large fields: Bioenergy, where it is the world’s no. 2 bioethanol producer; Environmental Services, where it is leader in Europe in certain segments of the industrial waste market; Information Technologies, where it is one of the main role-players at international level, with operations in Europe, the Americas and Asia; and Industrial Engineering and Construction, where it is leader in Spain and Latin America.
