Telvent to upgrade the PEMEX refined products marine pipeline

Madrid, April 14, 2005 — Telvent (NASDAQ TLVT), the Global RealTime IT Company, has signed a 770,000 euro contract with the American oil company, Global Offshore Mexico, a subsidiary of Global Industries, to upgrade the marine pipeline for refined products that is being built for PEMEX, Exploración y Producción, Mexico’s state petroleum company. The pipeline will originate from the oil platform Yum-2B, located in Campeched Bay and Tabasco, Gulf of Mexico.

Under the terms of the contract, Telvent will develop and install a refined product digital monitoring and control system, an emergency shutdown system, and a solar electric energy generating system, designed to ensure the safe and efficient operation of the Yum-2B oil-drilling platform.

The Telvent designed digital monitoring and control, and emergency shutdown systems will be engineered in accordance with the architectural requirements that address specific integrity and security levels. The components, located in the instrumentation house, will communicate through a local area network fed by a photovoltaic energy system. If prompted by an incident, or when ordered to do so by the gas and fire system in the event of a hydrocarbon leak, the emergency shutdown system will automatically cause the applicable equipment and processes to switch to a safe condition of operation.

This project is an integral component of the oil and gas strategic plan for PEMEX Exploración y Producción, the third largest producer of crude oil in the world. That plan includes the development of the integral light marine crude oil infrastructure in Mexico, the objective of which is to meet the well operation demand for oil and gas production. To this end, the construction of three marine conduits was deemed necessary. This includes installation works and interconnections between platforms.

According to Telvent’s Chairman, Manuel Sanchez Ortega, “Telvent’s technology will help ensure the safe and efficient operation of the oil well platforms in Mexico and the proper measurement connectivity and integration with the submarine production lines of the Activo Litoral Tabasco. This is the second contract we have signed within a year with Global Offshore Mexico and this clearly demonstrates their confidence in Telvent.”

Global Industries, an American based company with operations in Mexico, including several platforms in the Gulf of Mexico, began the construction of submarine lines in Campeche Bay in January 1997. June 1999, it created a subsidiary called Global Offshore Mexico, the company with which Telvent has signed the two aforementioned contracts within the past year.

Telvent has had permanent offices in Mexico since 1990, from where it has developed and implemented a number of control and information system projects in the Energy, Traffic, Transport and Environment sectors, including the control system for PEMEX’s entire national gas-pipeline network and the traffic-light system for Guadalajara, Mexico’s second largest city.
